This has been in the house at least 25 years. When you turn the handle, it "slips," meaning the handle will turn but not necessarily turn the water on or off. The feeling is like when you have a geared mechanism with worn gears that don't always engage.

You have to push the handle in really hard (directly toward the wall) to get it to engage, and even then it is sort of intermittent; it was a real effort to get the water shut off. I don't know how long it as been that way since it was my son's bath and he never said anything (!@$*).

Does the body of knowledge indicate that it sounds like "just" a cartridge problem?

Changing the cartridge is much simpler. If the rest of the valve is to your liking i would change the cartridge first.
 
The picture is a Kohler rite temp valve (cartridge type not trim). But from your time period it could be a a coralis. The best thing that you could do is to remove the handle to show the cartridge.
The cartridge is not too bad to replace, but can take a while if you have never done it before. A loose handle is almost always fixed with the cartridge replacement.
 
there is an allen key in the stem handle , just open it up and tighten it.
