Air hissing out of a closed outdoor faucet

I have an outdoor faucet in my garage. It’s been leaking so I made sure it is closed very tight. There is no water dripping but I am hearing and feeling air coming out of the faucet.

Anybody experience something like this before? Is it bad? How would I fix it?
 
If you "hear and feel air" it's not completely closed, or it's originating from elsewhere, so, change or repair the faucet, or spray a soap-water solution that plumbers use to detect leaks.
 
Sometimes a faucet can leak air but not leak water. Sooner or later the inside of the pipe will run out of air and the leakage can then stop.

If it does not leak water then you can procrastinate on replacing it or repairing it further.
