My ceiling above water heater appears to have damage from the mositure. I checked for roof leaks but do not see anything.

Is this normal? Do I to fix ASAP? Or anything might be able to prevent?IMG_2471.JPG
 
Welcome.
My first thought was a roof leak from the vent and/or flashing being incorrectly installed and sealed.

The vent material is correct, so you may fave a condensation problem from lack of air circulating in that area of the attic, so, if you can install a vent adjacent.
 
Natural gas, when burned, puts out a lot of water vapor in the exhaust. Is the flue clear? Do you have a CO monitor in the room?
