I've seen a few different videos and how-to's on making these but none of them really go step-by-step. One of the longer ones is here but I feel like it skips some steps in the wiring:

For example, how do you know which color wire you connect to the white and to the black when you are splicing to the cord with the wall plug? Does it matter? Sorry if I'm asking a stupid question but I would prefer not to start a fire.
 
Didn't watch the video and not sure what's being wired up but, I believe your asking how to maintain polarity when splicing an unmarked power cord.
You'll need an electrical meter with Ohms setting. One prong from the plug will register with one end of the wire you cut. Logically, the other prong goes to the remaining wire. The cord prong may be polarized in which case the wider prong is your neutral wire (white).
 
It is truly rare for a cord to be completely unmarked in the United States or Canada. Feel along both outside edges of the cord and see if there isn't a ridge on one side. The ridge would mark the identified conductor. The only conductors which require identification are the Equipment Grounding Conductor and the Grounded Current Carrying Conductor which most of us call the neutral. In the 2 wire cord that is so commonly used with luminaires (light fixtures) the identification of the "Neutral" is done by texture or by the color of the conductors that may be visible through the jacket and will always be visible once it is stripped; or by a ridge or ridges on the insulation on the side that is intended to be the neutral. If the plug end was installed during manufacture of the cord, the wider blade will be connected to this "identified conductor."
