I shut off the water to my upstairs shower thinking it was the line for my basement shower. When I realized the mistake I turned it back on.

Now the water to my upstairs shower will not run. All other lines are running without issue. I've trying turning the valves back off and on. Nothing. Both hot and cold aren't working.

Any ideas that might help solve this mystery?

Sounds like the gate stuck. Tap on the body softly with the valve open and see if it un-sticks.

Depending upon the age of the valve, as bud says, the gate can stick, also the threds on the stem controlling the gate can deteriorate, leaving the gate closed and unable to be lifted/retracted/opened, with the handle.

Both hot and cold don't work? I can see 1 gate valve going bad but 2? How old is the plumbing? Take a pic of the valve and post it.

Check for sediment clogging the shower head screen.

No sediment in screen and tapping with an open valve didn't work either. pic attached

Old galvanized pipes, chances are the shower valve maybe clogged when the lines were disrupted. You're going to have to take the shower valve apart and look for sediment.

Yep, the shower valve is the next most logical place where sediment is blocking the flow.
