    I'd get the electrical done before anything else. You wouldn't want someone tearing up your just painted walls to get access to wiring. Likewise for the floor. Not to mention that electrical is a safety issue (and you HAVE to have lights) where the floors and walls are aesthetic changes...

    I'd try a masonry chisel and hammer to see if you can't get a few pried loose to give you some leverage. Then I'd try using a prybar. If you get a few out of the way, you might be able to cut some of the more stubborn ones free using a Rotozip or other cutter with a masonry blade or wheel...

    I have had really good luck with DIF gel spray remover by Zinsser. Even layers of stubborn wallpaper are coming off! You can get this is just about any store. I think we picked it up at Wal-Mart.
