we decided just to scrape off the fuzzy stuff and leave the tiles in place. We had to do some leveling of the flooring but we just used a laminate floor over it and it looks great. thanks for the help folks.

Well I don't think that is it because it would have been the top. The "back" of that Textured Fome/Felt stuff is a hard tile type flooring. I think this fuzzy top stuff is actually what they would have walked around on. it is definitely not the "backing".

We have a very small older house that we have pulled up the carpet and pad. Under that is a dark patterned Felt type substance that is attached to some kind of glued down floor tile. It is proving to be very difficult to remove but I am wondering what it is. Thanks
