How can the carpet nosing, which has come loose, be put back securely? See photo.

Wood or concrete floor?
 
There might be a right way but what I did last weekend was drill a few holes thru the carpet and aluminum into the floor 3/16d, deeper is better and work at clearing the dust. I put a couple tooth picks in each hole and drove a 1 1/2" hanger nail in each one, Used a nail set to drive it down thru the carpet. That size hanger nail is the diameter of a 3" common and I have cut and sharpened a nail in the past. I have done this with a concrete nail too.
Most times these things are put in with short concrete nails and the don't always hold really good.
