carpet over tile

Does anyone know if I can install carpet over tile? Can the tacks/nail boards (used to anchor the carpet) be held down by double sided tape instead of nailed into the ground?

Carpet can be laid over almost anything because it doesn't telegraph through, at least until it is about worn out.
No, the double sided tape will not hold carpet, especially if you intend to stretch it at all. I percieve you are talking about ceramic tile (although I don't know why you would cover that). Your best bet would be to glue the carpet all over if that's the case. When you take the carpet up the glue can be cleaned up (not easy, but it would be better than having the carpet sliding around and bunching up under your feet for years).
