I am trying to change the router bit of this router someone gave me.

Rockwell Commercial Duty Model 4676

I have the two wrenches, but can not get it to loosen?

You might be turning the wrenches the wrong way.

Or the collet is old and rusty.

Try spraying penetrating oil on all the surfaces, and wait 24 hours.
 
Look around on the router and see if there's a button you can push that locks the shaft in place so you only need one wrench.
That larger nut should turn counter clockwise as looking in from the base.
 
I put the larger collet in a vise and was able to get the lower one loose by turning it counter clockwise.
