I met with a gutter specialist to repair my copper gutters. He showed me his liability insurance, but he doesn’t have workmen’s comp. Should I definitely not hire him because of this?
 
If he works alone, it may not be required.
 
Get the phone number of the insurance company and place a call to see if the policy is still active.
Don't know how many policies I've checked on just to find out the person took out a policy, got the certificates and then cancelled their policy.

in canda if some one working on you property gets hurt they can sure the owner for the damage. that is why you ask for workmen comp to show you are protected

If he can't provide a certificate of w/c and general liability insurance, find someone who can. He should call his provider and have a certificate sent to you with your name on it. Only way you're included is if you're listed on the certificate. A blank or another homeowner listed means nothing. Insurance companies have no problem doing this.
