This could be almost be a scrap wood project and could be adapted to be a table, bench, tool stand or shop stool. For myself I usually prefer fixed casters as they are less squirrely (and cheaper). In fact I don't use locking casters, I just orient them such that normal forces are not in the direction of mobility. For course adjustment I just lift one end a bit. For a tool stand that is not often moved one could just install two casters on the rear as with my RAS. They only touch the floor when the base is tilted.
