Fresh Air Pipe VS Cold air Returns

Hello I recently installed a fresh air intake pvc pipe on my high efficiency furnace this past summer because I made my basement air tight by installing glass block windows well plus to have fresh air would be better option i thought as well but I have a cold air return in each room of my house that has a heater vent now that i have a fresh air intake pvc pipe installed can I block the cold air returns so I just have fresh air coming in? Here is pics of what looks like below before after install

The fresh air that you installed is only for the combustion of the flames. Do not block off any return air in your rooms. That fresh air is not getting added to your airstream circulating your house.
 
That intake looks really low to the ground. Do you get snow where you are?

Yea I have wings on the side of my house should did not have any problems last year but have to keep a eye on it in the winter the furnace exhaust pipe used to be facing down like the fresh air pipe it was the only pipe when I first bought my house year ago I removed that moved the exhaust facing up above the fresh air pipe because I had both pipes side by side was worried it may suck some of the furnace gases in I looked at the manual from the model number online

I just always thought these new furnaces did away with the vents inside your home replaced with the fresh air but I guess it's a good thing though I installed the pipe

OK so I took a thin piece of paper put it up to the cold returns you can feel it sucking air in big time on all the inside cold air returns but I went outside did the same thing with the fresh air intake pvc pipe did not seem to be sucking in air any ideas on this or is that normal?

Was there steam/gas blowing out the exhaust when you checked the intake? The furnace has to be running when you check it.
