Gaps about garage door header board

I have two garage door both has garage door header board may be made of plastic, it installed against brick wall but has 2 or 3 inch gaps against the brick wall, also the bottom view of this garage header board, steel beam and then 2 or 4 inch gaps and then the bricks and then the garage header board, attach are the photos hope can show what I am talking about. my question is is this a design flow? or this is what suppose be look like this.I am the first owner of this house, I didn't know that until later. do I need fill up the gap on the top and bottom? I think I do? but I don't know how? Please advice.

Hi, are you saying that that trim is 2-3” off the brick surface? is it loose?
