How to "insulate" a hot water radiator

I have a room with a hot-water radiator (see below). The room is not used often and the heat is wasted. I'd like to "insulate" it so that the heated water can be better used elsewhere!

What's the best way of "insulating" (ie. covering) the radiator? Best meaning cheap, safe and easy :)

The best method is to shut that room off by a valve so the hot water wont go there. Or throttle the flow back with the valve so less goes there. This is called zone control and what you really want is that room on its own zone.
