How to prepare floors without a grinder

I want decorative concrete in our basement, but my wife refuses to allow anyone to use a grinder in her house. She is afraid of dust and cancer and all that. She says the cats are too sensitive for even fine dust.

Is there a proper way to prepare the floor without grinding it first?
 
If the surface is a smooth trowel finish, then just mop it clean, then you can stain or paint it.
 
A proper floor grinder can be fitted to work with a vacuum to contain the dust. You can further protect the house by hanging plastic curtains around the work area. And the last resort is book a hotel room for the time you're working on the floor.
