Is my softener hooked up correctly?

I recently had to hook up to city water. The guy that did the excavation also hooked up the plumbing and softener.
It's now set at 40 grains but still leaving residue on dishes....the city water is still well water fyi.
Anyway I noticed that it looks like the main feed is able to bypass the softener. Rather then going directly into and out of the softener there is a pipe connecting the in/out.

It does not look a bypass was correctly installed.
I believe the bypass is in the white piping but, nothing on the copper piping to redirect flow.
