Hello, I'm looking for a small impeller that's around 15-30cm in diameter that 'sucks in' air from the top and diverts it to the sides. Does anyone know of a kind that does this?

What your looking for is a blower which pulls air in and pushes it off to the side. All dust collecters have these. Just google blowers and that should do the trick.
By the way Welcome to the site, where in canada are you?

    Welcome WBY:
Almost any furnace uses a squirrel cage blower, only problem is--- they work in the opposite direction, pulling air in from the sides and blowing out the top (or bottom). Solution: take the fan and motor out and put it in the other side, that will make it run backward and give you what you want.
