I have a mansard roof. At the bottom of it, the soffit is about 6 inches wide. I noticed there is no venting there. Should there be?
 
How about a one lie section of the ceiling, roof and mansard.

Yes, you should have venting unless you've had the attic spray foamed. In the past, what we've done on mansards is treat the transition at the elevation change as a point to install SV10 vent. We opened up the decking to allow for air intake, then installed ridge vent.
