Based on texture shape and lack of smell I think this is not mold but spray paint. The handyman found this piece of wood in the woodworking area and added it there for support. The studs are new, This is old. That's why I questioned it. Does anyone have an opinion?

Thanks. The wall is now closed and I was wondering if it is worth opening to address it. There is no water or humidity in this interior wall.

Thanks, These are the rest of the old supporting woods he used, I assumed they are also OK from looking at the pics.

The newer stud looks green but I read that Figure 4. Blue Stain. The board in the center of the photograph shows blue stain. Not to be confused with lumber mold, this discoloration of the wood was caused by a fungus affecting the living tree, and the fungus did not harm the structural integrity of the wood. The fungus is no longer actively growing and does not necessarily indicate high moisture content. Therefore, it may be used as a suitable framing material.
