This is true of all visual or auditory deterrents (fake predators, flashers, predator calls) - if they don't change the birds get used to them and will return.I use a fake owl the only downside is that you have to move it from time to time.
Possibly, but far more likely you are seeing a Cooper's Hawk.Only thing that has really worked is when Red Tail Hawk comes around. All he leaves is feathers. Doesn't come around often enough.
