The steps down a hill to our waterfront need to be redone.

It is about 20 feet down and dirt. Right now there are concrete slabs held there with rotting wood The concrete slabs are about 15''x15''.

My plan is to remove all of it and put in wood stringers for stairs. The problem, nothing will be holding that area from erosion.
Would simply laying a layer of gravel be enough to hold it from sliding down? The rest is either stones the size of softballs or a garden.

Picture would help.

So you will be re-using the 15" concrete pieces ?
