Redoing a basement floor

My basement has 1 foot linoleum tiles laid on the concrete. At the joints, it is starting to effervescent. My thinking was to remove the tiles, paint the floor, than lay a new floor down.

How do I rip up the floor?

What are some options to prevent it effervescent again?

You have water under the floor so the perimeter drain on the outside is not working, that usually means a drain around the inside and a sump pump. Most old 9" tiles had asbestos in them and a few 12" tiles did too.
The pattern of the 12" can be found and identified as well as testing. Black glue was called cut back and had have an asbestos binder and should be tested. If that is what you have, keeping things wet to maintain dust is most all you have to do.

They are not 9''. The hous is from the 70s, but the tiles look like they are newer, likely 10-15 years old.

You can buy or rent a floor scraper, basically a giant shovel sized putty knife with a sharp edge that can get under tiles to rip them up.

You can also rent a floor scraping machine that takes up vinyl and linoleum tiles, and does pretty good at scraping off a lot of the adhesive.
