repairing my concrete wall

    I have a 1925 brick bungalow in the basement it looks like they skimmed concrete over the brick and then a 1/4" of plaster over that. Here's my question how do i fix the plaster that has come off so I can paint my basement?

    Just find a professional contractor who can provide you the right information about your concrete wall.

    You need to find out the reason that the plaster is failing. It could be caused by damp.
    Have a look at the condition of the sand/cement render underneath. If you tap it and get a hollow sound it means that it has blown and needs replacing. If it sounds OK, you might get away with just re-plastering the areas affected.
