Rotten sill plate/siding

What is the best way to fix this? Is it a possible DIY project? The water spigot was changed years ago, my mom used to have some stuff puled up here, it's been gone for a few years but I know that I need to address it and get it checked off the list of things to do.

You could cut the T111 siding and instal a Z bar flashing and the repair T111, but 1st you need to open the area and expose the extent of the damages.
