Help! We tried painting with flat to “hide” the flaws but it didn’t work. We can not tell if it’s wallpaper behind it or not but the walls have lines and textures that are very noticeable. What would help to get them smooth?

You could use a textured paint and roller.

Sounds like wall paper, if there is no chance of removing it, skim coating it with drywall mud would be my next step.
