should mortar shower pan still be sandy

happy new years all, I pored a mortar shower pan over a week ago and it seems to be very sandy. I'm able to use the edge of my trowel and scrape material up. is this normal? I thought it would harden to a rock like finish. I used the stuff from homedepot that's used for deck mud and setting shower pans. it seem that this stuff is very porous. thanks
 
For one or more reasons, your pan material did not set properly. If it's sandy and can be easily scratched, it won't take a very good set to the tile you plan to lay on it. Sounds like you poured the mix too wet.

I'd yank it all out and start over, this time with a different product. Or simply batch your own concrete.
