Our spa is approximately 20 years old and is partially inground.

For the past few years, one side of the spa has started to lift up off the base- below is a link to the photo of the spa. Any ideas or suggestions would be approeciated.

Welcome CableGhost:
The hot tub is probably resting on sand. If the tub is empty and any water gets under it, the sand could shift. Water under it freezing will also heave it up. It is important to keep water in the tub year-round (for the weight).
To re-set it to the base you would need to take it completely out and re-arrange the sand. It will be by trial and error, so it may take several tries.
Let us know how it goes for you.

You never want to empty a spa like that. When you drain and fill, place a plastic tarp on top of the water and the fill hose. Place a sump pump under the tarp and drain and fill at the same time. When 3/4 full, just lift the tarp out from the bottom of the tub.
