Transformer not reading 24 volts

So guys, I have 2 identical Bryant heat pump units. Unit # is running normally and unit #2 is down. Blower fan and capacitor is working normally on unit #2. I test the transformer and it read 120 volts at the primary but zero volts at the secondary. The transformer has some continuity. So what I did was removed the transformer from unit #2 to unit #1 and moved the one from unit#1 to unit#2. I noticed that both of the transformers read 24 volts at the secondary on unit #1. When I put both on unit #2 no voltage is read at the secondary. I has being working on couple of days now and I can't figure it out what is the problems. Any ideas what is to be the problems here.

Could you be reading back feed voltage on unit #2 primary?
