Just add another three feet (or less if you have to) to the right side of the deck, so it extends a little beyond the side of the house. Put a set of stairs there, facing into the fenced backyard. No need to turn the front of your house into a fortress.
Of course you'll need a railing on the deck, but just use a normal railing and in the beginning you may be able to add a screen or something above the rail. But as your dog gets used to the situation, you may not need to keep it.
