I have a few cut offs of brown pressure treated wood that I would like to know if it is safe to use indoors. Is there any offgassing to worry about?

No problems inside with fumes.
Will they be exposed, like if a baby could chew on them?
Even then, they are not nearly as bad as the old arsenic soaked stuff.
Treated wood is used all the time in basements, where in contact with concrete slabs.
Or framing around windows anywhere.
Also under patio doors, as sill plates, sometimes roof sheathing is treated plywood.
Don’t worry about it, new stuff is not nasty.
