Void filling under concrete steps

I have concrete steps going from my basement up to the back yard. At the top of the steps, there is a void which looks like the result of soil erosion. There aren’t any cracks in the concrete currently. I spoke with a contractor who brought up using terathane, an expanding foam substance to fill it but would require drilling holes in the steps. They filled the space below the steps with sand and the water is washing the sand down to you perimeter drain. Foam will just fill the space there now and thee water will just find a new path.
You might be better to pour a landing at the top that is sloped away to keep the water away from that area.jxr.png
