What’s coming out of my floor?

We have had a moisture problem at our back door for some time now. Tried to get some quotes but no one seemed to know how water was getting in (no obvious leaking just floor damage from water) so we have neglected it. We have been waiting on someone to come install a storm door. Just noticed something starting to come out of the floor. What is this?
The door guy sprayed some extra stuff along the door frame a few months ago to see if that would help (seriously it is taking months for him to come install the storm door). Is it that?

It looks like spray foam.

Post a picture of the outside so we can make some guesses why it's leaking.
One of the most common issues is there's a stoop, deck, slab even with the threshold.
That's a sure way to have a leak inside and cause 1000's in damage.
No amount of caulking or foam is going to fix this.

Can you get a picture from underneath? I don't see flashing there, it looks like they just applied the deck rim joist over the vinyl siding. Not uncommon, but not a best practice. The step down to your deck could be a bit higher, are you getting any water inside during a heavy rain? Water could be splashing up from the deck and going under the threshold of the door if it wasn't properly flashed/sealed when installed.

Need to see what is going on behind the siding and a picture from below/inside might help tell that story.
