What ballast to use?

I have a bathroom wall fluorescent light fixture with 2-30FT12/CW/RS lamps. The fixture is about 10 years old and I love it, when it starts properly. About 5 years ago I had to turn it off and on a few times to get it on so I replaced the ballast and lamps. About a year ago the same thing happened and I worry that it may quit permanently.
How do I know if it is the ballast or lamps?
If it is the ballast do I replace it with Electronic or Electromagnetic?
If it is the ballast do I replace it with Instant Start or Rapid Start?
 
Change the lamps. If that doesn't fix it then check the grounds are proper and tight. Many ballasts need the ground plain of the metal fixture frame to get the lamps lit.
If that does not fix it then change the ballast.

I put new bulbs in yesterday and had no problems for a few hours then reinstalled the plastic lens and after that the bulbs worked, but were slower. It does not make sense. I'll give it a few days. I am hesitant to put in a new ballast because the fixture is on the wall above the sink and I have a bad back.
