Upon cleaning behind and under the refrigerator I saw a hose connected to the refrigerator and going down into the floor where the basement is. I don't see where it ends in the basement as it's under the floor. What's the purpose of this hose? The other cable I think is for cable TV, also going down into the floor where the basement is. Not sure where it ends. I'd like to remove it as there's no need for it.

Do you have an ice maker or cold water from the fridge?

Somewhere, in your potable water system, that hose will, HOPEFULLY, have a valve that it is connected to, which controls the water supply to your refrigerator.

Oh so the hose is connected to the house's water supply system? Is that why the hose goes under the flooring and into the basement where the boiler room is?

Usually ice maker or water dispenser hoses go to the basement or crawl space and are "tapped" into a nearby cold water pipe. Most often a Saddle Valve is used for the tap. A photo is below so you know what to look for.

Some are installed differently. Mine is a 1/4" flare ball valve sweat onto the branch of a 1/2 x 1/2 x 1/4 tee. Sometimes angle stops or straight stops are used.

One caution is that often saddle valves don't close all the way and drip after you disconnect the refrigerator tubing. If that is the case, you will want to pick up a Compression Cap at the local hardware store. Using Teflon tape, put it on the valve where the hose was.

Ice maker and water dispenser tubing can be 1/4" or 3/8" outside diameter. They're usually 1/4", but to be safe, either measure the tubing or take it to the hardware store to get the correct cap size. (Yours looks like 1/4"- same diameter as the wire next to it.)

Another option is to remove the saddle valve and put a coupling in its place or silver-braze the hole in the pipe closed.

Your guess about the other item in the photo is correct. It's a cable line for an antenna, cable television or similar.

Hope This Helps,
Paul
