Where to make hole for water heater emergency valve?

This is where the old water heater was. New one will go in same location. Should I drill a hole in the floor, or put it in the wall? This is a patio room that is not air conditioned.

Emergency or do you mean pressure release valve. If you don't have a floor drain, outside may be better.
 
I would set the new heater in a floor pan and just run the T&P pipe down the side of the tank.
The T&P should not be releasing often enough to be concerned about flooding.
If it does release regularly, then you have a problem.
 
Codes vary and now in 3 of the 5 counties I work in, you can't run the T&P drain into the pan anymore- it must exit the house and drain to within 6" of the ground. One county also requires a "Bell" fitting inside the house so you will see it flowing if it releases. Haven't worked in the local Cities lately but they are usually toughest, so probably are like that one county. I'm all for safety but codes have reached the point of near-insanity sometimes.
