We have a permanent wood foundation (approximately 12 yrs old.) We have had no problems until this week. I noticed our paint in a corner of our basement was bubbled and the carpet was damp. We have had a lot of rain lately. Could this be something small (blocked footer tile) or does this automatically mean we have a major problem on our hands. If it is a major problem, what all would it entail to replace our basement?

It is only one small corner of the basement and this is the first we've noticed anything going on.
 
Well for one thing you have a wood foundation, not the best choise for a foundation.
90 % of the time this can be prevented outside not inside.
Unplugged guters with down spout at least 10' away from the foundation, no flower beds and or much pilled up againt the foundation, a french drain, properly seal foundation.
