Even if there were water leaking underneath, how would that impact this on top? Concrete should be able to deal with rain and snow and ice anyway, right?

Hello...I had my concrete driveway done right before the winter. It has been progressively getting worse--flaking more and more. Contractor is blaming it on little water that was leaking into area before concrete was poured.
