My deck does not have one and I have had no issues with it so far. Mine is a higher deck off the ground though so I don't know that it needs it.

Just a second story deck. You can go out it from the main floor of my house, but you can't access it from the back. The basement of my house goes out to the back with the deck overhead.

When using this type of wood you just want to make sure that you are using high quality cutting and drilling tools. It is recommended to only use stainless steel for IPE. As far as the ease in attachment...not sure.
