In your area of the country placement of the registers for heating is more critical. Keep the unit in the basement, supply registers on the floor at the outside walls. Return grilles high on the inside walls.
Supply registers in the ceiling for heating is not that great in northern Ill.
It's in the relay or blower board on the inside unit. Call a service tech. For some unknown reason your fan relay is not pulling in, or you have a motor problem.
It is not going to cost that much to heat the garage. A garage should only be heated to about 50 degrees. If I were to cool a garage I would only cool it to about 80 degrees.
In order to do this correctly you have to perform load calculations to determine what equipment would be the choice.
You don't have any isolation valves. Hire a professional and have valves installed. Without valves the system has to drain, repaired, refilled and air taken out.
Do you have anti scald mixing valves built into the fixtures? Maybe they have to be adjusted.

Sounds like your problem is with the distance from the tank to the fixture. Your may be able to have a return loop installed with a circulator for less money. The curculator will keep the hot water in the line so you don't waist all the cold trying to get the hot.
That question is hard to answer without seeing the property.
Look for somehting with a open basement. You would be able to get central air or heat pump for the ist floor.
Look for something with an area to run ducts up and down for the 2nd floor.
That would get you zoning.
