    As long as you can get the source water turned off, you should be able to remove the shaft. It's probably just the rubber puck/washer/sealing element that's worn out. Here's a schematic off google, probably not identical to yours but likely similar...

    I was splitting a bunch of wood today and...

    Burning punky wood or ants won't hurt anything as long as the wood isn't wet (the punky wood will stay spongy way longer than regular wood will). I'd just make sure to keep it all outside until ready to burn, they should stay inside til they're in the firebox (extra BTU's!)

    Not every house has one but every house should (if connected to a municipal source). They're typically located right after the main shutoff valve where the water enters your house.
