I am no expert, but all panels that I see around here do have main wires connected to the breakers and not directly to the panel. This house was build in 1994 and it was "builder's special" so i am not surprised.

There is no separate ground bar. It appears as the bare copper wire coming from the Right lower part and connected directly to the bass bar with all white wires.
