It does seem like a bit much... First, the outdoor recepticle shouldnt be on the same circuit as the inside ones. Not a code violation, just something I wouldve segregated. Second I think it is code now, not positive, but I think the recepticles should have a seperate circuit from the lights...

Absolutly... But $4000 seems a bit steep. I would definitly shop around, Maybe get some friends and tackle it yourself if you can.
