Do you have baffles installed in the attic to shield the soffit vents? If not, then you need to get some (they're not expensive)

Just a wild guess...but since we're talking about exterior...

Definitely talk with an engineer. It does look like an addition & the wall is probably carrying some load.
That doesn't necessarily mean there's no way to do it but be prepared in case you are told...
