Taping the edge of the corner bead where it meets the wall is a good idea. Don't run the tape out on the apex of the corner however. Hold it back. Durabond or other setting compounds are ideal....

Cement All by Rapid Set will work just fine. Get a test kit to make sure your Ph is balanced and clean it well with a pressure washer. Then mix a little cement all still to build up the low areas....
