Kenmore freezer and refrigerator 25369842890 not cooling enough

I can feel cold air blowing in the freezer section vents but I dont feel any air in refrigerator vents..
When I check through fingers ...I dont feel or see any frost build up or any other...

Ok thanks...the other heater wire which is in wireway it shows continuity but the reading is only 0.06 at 200 ohms setting...is this ok? or something is wrong?

Without connecting thermostat or supply wires..how can I just check the heater if its working... ...is there any way we can check using ohmmeter ...(resistance)...

the length of shed is 15 feet...so total 15x8 = 120...

City says the height should not be more than 10 feet from bottom to roof pitch.

Since I used concrete blocks I already used 1 feet just to build the floor.
