    I dont think it looks bad at all, add a couple ceiling fans some furniture and some plants and your good to go, maybe add some recesed lighting or even a wood or stone flooring.

    I wouldnt put any wood on top of the plywood or your going to cause mold. just tear off the ply-wood throw down some cedar or redwood and re-build the rail, this is a fairly simple job and I bet you and a friend could do it in a weekend.

    If your neighbor lady wants a nice composite decking, I would suggest Trex, or Timber Tech. Trex is a more difficult product to understand though, because if the deck is only a foot or two off the ground on the shady side of the house it has a tendency to mold. (more maintenance in cleaning)...
