    Don't let it stop you from achieving your goal. Rip down the bandaid the original owner put on the house and rebuild it the right way. Hint most likely not a do it yourself project. If it's an investment then hire a professional to protect your investment.

    I've never heard of making wood more supple before. If it's dry and brittle because it's old. Reversing the aging process might not be an option. If the existing cedar isn't too thin you could/should power wash it. Not to much pressure to prevent shooting the jet of water through the shingles...

    I'm afraid you'll have to splurge for the drum sander. There is no substitute. You'll need an edger a buffer and vacuum. To do it right. You can defer the cost of the rentals if you do all the rooms at once this way you rwent everything once.

    Any variation in the subfloor will show up through the new vinyl floor. Feather it out with the ardex or plaster of paris or leveler of your choice.

    Shrinkage usually occurs after a new house is built. You say this is a 60's house? If there are any leaks getting behind the walls your framing could be rotting and losing it's structural integrity. This doesn't happen overnight but since you said it was built in the 60's this might be the case...

    Sub-floor termite damage in 1885 home

    Make sure the threat of termites doesn't exist anymore. I repaired an oak floor for a past client with termite damage and a couple months later I was back repairing it again. Termites ate through fresh oak flooring.

    Texture paint for ceiling?

    You can scrape the old stuff off but not down to the drywall. That would seem to be a pan in the arse. Then skim coat it. It would need three coats in my experience. If you want to add texture to it you just add sand to the paint. Sand sold separately. Made just for paint.
