Repair cost for materials should be under $5.00 & about an hour or so of labor.
It appears the J-channel that recieves and holds up the soffit panels came loose.
You may have to remove a few soffit panels, nail the channel back up and reinstall the panels.
Of course this is assuming the 1X board that the channel nails to is not rotted.

If you do have rotton wood up there, you do have bigger problems.
