I have a retaining wall that needs to be repointed. What mortar do I use? Specifically, I want to match the thin bright white decorative mortar layer applied to the surface. Do I need to allow open joints for drainage?
 
Sounds like you have a wall which has been color coated, not painted. This is done with a thin layer of stucco mix, typically a fine consistency, which is applied wet and troweled smooth. The viscosity is like runny pudding. In California, we call this a "Santa Barbara" finish. I can get pictures of a job we are just completing but not until tomorrow.
